Maryland Residential Vacant Land Valuation: Is Baltimore an Outlier?

This follow-up report examines whether severe residential vacant land undervaluation is a statewide Maryland pattern or primarily concentrated in Baltimore City.

Using county-level assessment evidence across Maryland, the analysis finds Baltimore is a clear outlier. Most other jurisdictions perform materially better against market benchmarks.

The results suggest the problem is local and fixable rather than structural across the entire state.
